He may 100% be going to the Rangers. But...

1) An NMC doesn't mean you must trade them. They could keep him. It may depend on if the package is decent or not.
2) Kane said he cares about making this work for the Blackhawks as well as for himself. If the packages offered is headlined by a failed prospect, Kane very well might refuse it himself.

If Kane was open to going anywhere, the price would be skyrocketed. But he wants to go to New York and play with his buddy, so the price is lower. But that doesnt mean it will lower to the point of being headlined by a low 2nd round pick or a prospect who 5 years later isnt panning out. At least I hope not

The Rangers arent going to negotiate against themselves.

Chicago gave Kane a NMC. It's either take what the Rangers offer, or don't trade him. It's clear (based on the Tarasenko acquisition) that Drury is fine with either situation.

There is no reason to up the offer.

If the Hawks could get a 2nd, Kravtsov and Jones, I would consider that a decent haul. Probably won't make Hawks fans happy, but those are two good prospects.
