Absolutely. There was clearly no intention. That was incidental and to call just one of the colliding players and give him 5 plus 20 was a simply a mistake, most likely caused by the Czech player being slower to get up.

One of the Czech players even said so in an interview (that he thought it was incidental and no foul).
