Panarin was required to sign an ELC; he got his base salary and bonuses. Neither Shipachyov or Dadonov will be required/eligible to sign an ELC.

There is a good chance that they'll both be looking for 1 year deals, but I wouldn't expect the one year deal to be particularly cheap.

True, but I don't think they will get anything close to what Radulov got unless someone is desperate. Under 5m imo

In reality, it makes no sense for them to come over this year. The CBA would require that any team that signs them must then have them pass through waivers before they can play. They aren't coming over to sign with a team only be be claimed by the team with the worst record.

Not sure how close they are off the ice, but I wonder if Vegas could try to make a play for both of them.

If the Habs leave Plekanec exposed they better make sure Shipachyov is signing/signed with the Habs first. Otherwise there is an even bigger hole up the middle.

I'm guessing they would. The CBA rule states:

"In the event a professional or former professional Player plays in a league outside North America after the start of the NHL Regular Season, other than on Loan from his Club, he may thereafter play in the NHL during that Playing Season (including Playoffs) only if he has first either cleared or been obtained via Waivers. "

So it seems pretty clear that if they sign with an NHL team at any time during this season, they'd first have to pass through Waivers before playing.

Yes, they would require waivers. They will not be playing in the NHL this season, they'll complete their SKA contracts and then play at the World Championships.

They can sign when their KHL contracts are completed, so May 1.

That might be unlikely, depending on the expansion draft situation. I'd expect they'll work out deals with their new teams during the World Championships, but hold off on signing the deal until after the expansion draft.
