I think the spirit of the rule though is it’s called for the purpose of a player in danger in his own end. In that case Finland was basically retreating and he was trying to execute a breakout on offense. I don’t think that an NHL official would ever call that in that spot

rule is pretty black and white. if the player is behind his blue line and shoots the puck directly over the glass, it’s a penalty.
