Two new rule proposals:

If a penalty is awarded with under a minute left the team receiving the pp has the option to push it to the start of the next period. If they get a penalty in that span the opponent's penalty begins being served at that point.

If a power play extends into the next period the opening face off takes place in the defensive zone of the shorthanded team.
