If you look at the LW depth on Vegas... it makes total sense for Saad to head there.
I mean granted with the type of production from Pods/Arvidsson it's not like there wouldn't be a top 6 spot open here for him too.
Could quite well be that the Oilers treatement of Jeff Skinner didn't reflect too well to Saad and he maybe feared he could end up in the same doghouse.

I actually don't think Bettman is going to act reactively with anything. The mature NHL big business model is now built upon stability within established franchises and continuing to build and expand into new American big and mid-size markets with increasing franchise fees, national U.S. market coverage important for critical revenue diversification imperatives in broadcast rights and sponsorship. Big money is also bringing cartel partners increasing wheelbarrow's of money through limiting the supply side of cartel expansion The mobile home immature business model phase of traveling Wilbury franchises is long passed.
Bettman is a shrewd businessman with a central premise to maximize profits above all.

The dollar has gone through a couple cycles of ups n downs over the years. So maybe by then the dollar will recover to hanging around 80-85 cents to the US dollar and not be so burdensome

Yup. He was likely guaranteed a spot on the Golden Showers (with his agent likely pointing out their depth has been decimated). May have looked at the J Skinner bouncing in and out of the press box and figuring he could be in that situation quite easily as well.
Too bad he had to go to the biggest scumbag franchise in the league, though.
