Rule question: Icing line change

In Colorado - Ottawa game, Ottawa iced the puck and changed their goalie. Is that allowed? I know skaters can't be changed.

edit. I'll add this as info:
Forsberg had a skate (?) issue, Ullmark replaced him. Forsberg got his skate fixed, they changed.

So not an extra skater, not an injury, not a penalty.

Happened at 29.06 of the game.

Did they swap goalies or get the extra skater out/swap the extra skater off for the goalie to come back?

The latter is definitely allowed. I haven't seen a situation where somebody who change goalies unless the goalie was injured, in which case, that's allowed.

I believe the rule only affects skaters, for example, after an icing, you can return your goalie to the net if you pulled him or vice-versa (not sure why you would do the latter, though)

By rule, this is not allowed.

81.4 specifies that no PLAYER (not skater) may be substituted, unless:
- pulled goalkeeper being returned to net
- injury
- penalty

Rule 14 says that the game cannot be delayed for goalie equipment adjustments, and that a substitution must be made. It would seem that the referee used his discretion to determine that the goaltender legitimately could not continue play, and that 14 supersedes 81.4, which is ultimately his prerogative.

So if someone wants to see this case, it happened at 29.06 into the game.

I made an edit to the last paragraph, regarding rule 14, which might give a little more insight into the ref’s logic.

I understand it to that direction that they pulled Forsberg. But I still don't understand whether it is by the rules that moment they pulled Ullmark.

Like yeah, I get that they want to play Forsberg. That's fine. But if Ullmark is playing for, what, five minutes, then for sure he can be a minute or two more just as well.
