Lol, absolutely not. Tkachuk was an RFA, Rantanen is a UFA. Why would a team pay a significant price now to get him for 8 years, if they can get him to sign for 7 years without any asset cost in 4 months?

Colorado sent him packing. Carolina might not be offering what he wants or geographically undesirable for him.

I believe he has a destination in mind and we may see him sign for less.

This is only my opinion, with it being equally or more likely to go with the highest bidder lol
