He wants to be the highest paid winger in the league and already rejected at least $12.5M from Carolina.

Less tax or not, I can't see any way he's taking less than $12 million.
$12.5 in a state with state tax is $9 mil so that contract while visually makes him the highest paid winger but actual money will be less. Having the money is more important than the illusion of it. I can easily see him taking less than $12.5 to come here.

Traded Necas on a point per game season to downgrade to Stankoven
Big picture... depending on the official return, the Canes may have done pretty good, considering:

There was speculation that Necas would be walking after next season. They may have turned him and Drury into Stankoven, 1st, and another young player or pick. Stankoven is a young stud and is only 22. If Mavrick Bourque is the other young piece, this is a fine trade for the Canes.

I don't understand why Rantanen would not sign with them. Carolina seems to be in a strong position and are a Stanley Cup favourite, why does he want a downgrade?

It's probably because our team is successful with a defensive style that sucks out a ton of offense from top-6 types in favor of depth scoring.

Exactly. I see Carolina as a defensive grind it out kind of team and Mikko is a skill type of player. It doesn't fit and it's no surprise (regardless of limited games played) he hasn't performed well there.

You're logic falls apart when you forget to include nobody wants to go to Nashville that is also no state income tax
The fact that some southern teams manage (and have managed in the past) to fail so hard it nullified their tax advantage isn't the checkmate you think it is.
