General thoughts:

-The refs called the play as it is defined in the rule book: board; blood; automatic ejection
-It’s a stupid rule, but I’m also someone who has practically begged NHL refs to call games based on the rule book with consistency. (They don’t do that)
-That type of hit happens dozens of times per game. Norris just fell awkwardly and it ended badly.
-There’s SO many boarding penalties that are worse than this one that are only minors. A concussion is way worse than a cut.

TL;DR: The referees made the correct call based on a rule that needs a nuanced update.

Now you’re getting it step 3 takes precedence over anything on a boarding call. Refs got it right by the rule book.

Step 2 you made up , if minor regardless of injury.

41.2 cannot be applied here

41.5 is the play, the refs had no choice. If you want the rule changed, say so, but that’s the rule.
The 5 and game with a facial injury was called by the book.

Cheers we’re done, your struggling with the rule book.
Than explain why some high sticks still get called a minor instead of a double minor when players are cut. Oh wait, you can’t.

The refs have a large gray area where they leave it to interpretation and do not follow the rule book. The issue here is that for this major you probably are another 5 calls that only result in a 2 minute minor.

TLDR; yes, the refs do have a choice on the call

Give me a break. The amount of stuff we see in the game that barely gets a look and people are calling for a suspension here? The OTT player should be fined for diving.

I think worse was the Hoglander Stultzle fight where they officials give them 4 and 2 for roughing not only giving Ottawa another makeup call but he ends up scoring when he should be out for fighting.
I've never seen a more blatant actual fight get a reduced call like that outside of sorting out a brawl. Stutzle then gets a goal with 1 minute left in the 3rd when he should have still been in the box.

The Hughes hit went by the book sending a message about head injuries and the calls regarding them and not going by the book at all with the Stutzle Hoglander fight.
