I think he's referring to the broadcast deals.

Canada is covered by three Networks.
New York has MSG, Boston has NESN. Minnesota has... the YouTube channel, I guess?

It appears the PWHL's strategy was to put franchises in can't-miss markets, then focus on League-level marketing to grow the overall product. So as long as Minnesota can capture a decent share of their region's hockey fan attentions in this short inaugural season, their streaming platform will have very little influence on early franchise success.
