I have tried changing my location to like a dozen places from Japan to Toronto via VPN and the same error. Likely the stream is down for everyone.

Why even geo block a preseason game that is not being carried on tv? Even if you are able to get the geo blocking right which they clearly haven't been able to. Also, NHL doesn't run game streaming infrastructure anymore and thus have no experience properly running these events, they should just stream them on youtube like the Oilers did.
