I found this website to be the easiest.

Animated GIF Maker

Online GIF maker where you can create animated GIFs, banners, slideshows from sequence of images. Upload frames and make a GIF or merge and edit existing GIFs

I would recommend resizing the images you want to all be the same size before you make the gif, and make sure the gif is under 5MB. It might be more now with the migration, but that's what it was before.
