He led Canada to a gold in the world championship in 2016.
Two Olympic Golds.
Stanley Cup.
MVP.
Rocket Richard.

That gets you in.
 
Panarin? Not sure about that
I think Panarin makes it in.

He's an incredibly consistent scorer with a fairly high peak. For 10 consecutive years he never finished below top 20 in scoring (a feat that puts him in pretty exclusive company) and he nearly kept the streak going but he missed by just a point, finishing 21st in scoring this year.

Point finishes: 4, 4, 9, 11, 12, 13, 15, 17, 18, 20

PPG finishes: 3, 3, 4, 9, 12, 17, 18, 19, 20, 23.

And if we're going by the Hall of fames standards.. he's 6th in scoring this decade with everyone ahead of him being a first ballot HOFer.

he's also guaranteed to reach 1000 points, and there's a chance he finishes his career over a PPG given he's aged pretty well so far.

Tavares was a 1st overall pick, came in to the NHL with huge hype, has more points, close to 150 more goals, is almost 3 years younger, was captain of the Toronto Maple Leafs and was nominated for more trophies during his career. Tavares is also the most accomplished Latino player of all time, while Giroux isn't anywere close to the most accomplished French Canadian player. Tavares is simply way more iconic and important to hockey history compared to Giroux...
 
How is Tavares a lock? He's never won an individual award in the NHL, as a captain his teams have consistently and comically fallen short of expectations in the playoffs, and his stats are just ok when measured against peers. Other than stringing along the Isles what has he done of note?
Because guys like Andreychuck, Kevin Lowe, Pierre Turgeon, Mike Gartner are in the Hall of Fame. Lindros is in it and he actually had a pretty underwhelming career relative to his talent level.

The Hall of Fame is not the Hall of Players Some Guy on HFBoards Thinks Deserves It.

The bar for the HHOF is actually pretty low.
