I don’t think any team good or bad is trading a 1st for Rakell even at that retentionYes but you're missing the point. A team with a pick that high likely doesn't really need Rust/Rak that badly. Their value at 2.5m comes to PO teams who are close to the cap. And those teams are unlikely to have high picks.

Detroit and STL both assumed that pick was going to be @ 25th OA when that deal was consummated. Blues got lucky when the Red Wings went belly up down the stretch. Usually. If we're talking top 15: Jackets, Isles, Devils, Preds, Panthers, Jets, Kraken, Rangers, Leafs -> All will be pushing for playoffs next year. That's not a usual circumstance (granted 15th OA usually sits close) at the draft.Those pieces seem better suited for the teams drafting in the bottom 10.
Just deal Rust and/or Raks for picks and use those to try moving up
The Pens didn't try to get a 1st for him. Dubas specifically wanted already drafted players who would in theory be available sooner than a freshly drafted player would be - or at least that's what he told the press after the deal was made. It didn't really work out in terms of the players since Ponomarev is in the KHL, Koivenun looks more like a 4th line player and Lucius isn't going to sign with us (last I heard). People are using examples of trading for RHD like it applies. Guentzel trade is more applicable and the Pens couldn’t get a 1st for him.
