If you adjust for league average, Manning at retirement had added a functionally equivalent amount of 1st Downs as 2nd (Brady) and 3rd (Brees) on the career list combined.
*Edit* I just realized I don’t know if you meant QB GOAT or GOAT GOAT. The latter is Jerry Rice. No debate.
