Then they review it, but decide to say it’s a minor and not a major (even though I’m pretty sure that shouldn’t be possible)

Rantanen invited the penalty upon himself by taking the action of initiating contact on a downed opponent. However, it wasn't heavy contact and the ref (who was looking right at it) didn't call anything. I am more confused on them retroactively calling a minor penalty. If this is the standard, are they going to go back and review every missed trip or hook?
