Flyers and Devils i agree with. In a playoff series i think a healthy pens would still crush the isles or rangers though.

If I do a spin in the middle of the ice and I accidentally hit someone in the face with my stick, it's a penalty.

Intention doesn't matter. Elbowing is hitting someone in the head with an elbow.
