AK is a goof. Here's a couple quotes from his presser (taken from twitter).

A new Bill has been put to tge Illinois Legislature...it has a long name but taking the first letter of each Word In the title of this Bill,it can be referred to in its short form as the B.E.A R.S Bill..
What it proposes to make law in Illinois is that no profesdinal sports team can get public money for stadium construction,maintenance or repair UNLESS it has a wining record of .500 or moore in 3 of the lsdtv5 seasons..

Now this is probably not going to pass into law ..but at least semds a message to pro sports teams that they will notvear at the public trough unless the cn prove they are competent enough not to be LOSERS in 3 ofvtge 5 ladt seasons before asking for public$$$$ for building new stadiumsvircarenas or to make existing infrastructure repairs in current stadiums or arenas.

Too bad it may not pass because if it did it might spur Reinsdorf to sell if he refuses to invest more to first gett a winning team on the field before asking the public for financial help building a new stadium


But if passed (not likely),this lState aw would the also prevent teams from asking their city to milk their taxpayers to provide the $$$,; ie. ILLINOIS woukd not want to bail out Chicago if it's finances go deep into the red to pay for such grandiose entertainment purposes when there are clearly more important priorities the City should deal with..

However.. such a whimsical tax prevention bill probably will not pass because doing so might lead to sports teams picking up stakes to move to friendlier taxpayer locations in a different State where the greedy owners could get their poiund of flesh outvofvtgectax base their..
