mIRC is free. If you don't want to download anything, you could just use an IRC app on Google Chrome, such as Mibbit.

Like most other shareware, they typical ask you for money after a thirty day trial, even though it isn't required. When I ran this program on my old build, after the thirty day trial, a screen pops up asking you to register, but it still isn't needed to run the program.

EDIT- Just saw this:

The downside to mIRC is that it is shareware – it comes with a 30-day free trial. When the trial runs out, you’ll still be able to use the program, but you’ll need to put up with an annoying splash screen that lasts for a few seconds every time you start up the program.

It's an IRC client, it allows you to set up chat rooms in private channels. It's similar to Ventrilo in that you can create your own channels, but it's completely text based.
