The reason why it's taking long is that there is no need to rush. Both sides know this deal will happen, so much that neither even bothered to take it to arbitration

Can they sign him for the 2,5M$ left under the cap??

If they can't what do you think they will do to make it work?? Trade Winnik??

Is he not 2nd pairing (4D) material?

16 minutes per night and 29 points for a guy who has 51 less games played in the NHL than Nail Yakupov, isn't too shabby.

Technically no because of the caps defenders already on roster. You have alzner and niskanen as the second pair and then Carlson would be on the top pair with either orpik or Schmidt

Oilers 2017 1st for Orlovs rights and Capitals 2017 1st? So essentially Orlov to move up 20 spots

That really doesn't benefit Washington. Why do they need the oilers first? Yes (and not trying to be rude) a top 5 draft pick is great but the caps are in a win now mode, they can't be throwing in a rookie when they already have orlov

Take out the Capitals first and make the Oilers pick top-10 protected and the Capitals might actually consider that.

Orlov + for upgrade, or mid 1st round pick. I wouldn't trade him for any less.

I am going to get roasted by fellow Flyers fans. But I would offer Morin + Schultz (for cap reasons and he is a good #5/#6 D). Morin is protected in next year's expansion and should be able to make the jump either this season or more likely next year.

Someone like Davidson but better than Davidson.

Orlov is comfortable on the right and could fit like a glove next to Klefbom if Sekera is put with Larsson.

Caps should sign him and put him with Niskanen and Alzner with Carlson

You can trade draft picks for established players over the course of the season.

Yes, you are going to get rightfully roasted.

Morin fits into the Flyers future plans for their defense a lot better than Orlov.

Not every Flyer fan needs to agree with the consensus. I don't hold Morin in high regard unlike the vast majority of Flyer fans. I hope I am wrong, but I do not see Morin as a crucial building block. Many non-Flyer fans would agree with my analysis of Morin. Objectively, will he be dominant defensively? Maybe. Is he really a top 4 d-man. For me it is a very open question and certainly not a clear yes.

I also think very highly of Orlov. To me it's a no brainer especially since the Flyers only have two defensman to protect in the expansion draft, Ghost and Gudas.

Finally, adding Orlov would potenially allow the Flyers to truly compete for the cup this year if Konencny and Provorov are impactful as rookies, a situation that is not entirely improbable.

If I have the correct read on Caps MGMT (which admittedly noone does) I don't think they'd take your trade or the previous posters. I don't think the Caps would trade Orlov for a non Top-10 1st, especially one that's going to be as fluid as the Oilers might be....(with the addition of Orlov they'd be a legitimate threat for the playoffs and once they get there who knows). Trading Orlov before the expansion draft and trading him for weak value (Orlov himself was a mid-2nd rounder and now he's at worst a great 5D and at best a capable Top 4) isn't going to fly for a team that needs all hands on deck to try to win now. As for the concerns about salary, I doubt Orlov, as an RFA with little leverage, gets much more than Alzner which fits comfortably with the current Cap structure if I'm not mistaken.
