The first 4 would be my guess as the most likely to get a franchise.
But if they go ahead with the plan (36 by 2030) that's nearly a franchise per year. The players left exposed by the time they get to teams #35 and #36 .... Yikes. Kansas City's top line will be centered by Ryan Reaves.

The NBA has 30 teams. It makes more money because basketball is vastly more popular, not because of some “formula”.And that's where Gary Bettman came from: The NbA. The $$$ formula worked to make tons of it so why not ruin the NHLoL?!
