Are these acquisitions simply because the team only employs enough pro scouts to watch the divisional teams we play frequently?

According to Kypreos, Leafs offer was Cowen, Minten, and 2 1sts.
They were also all in for signing him between 13-13.5 per for 8 years.
Carolina decided they didn’t want to maybe face him in the playoffs and wanted to send him west for what they considered a lesser offer.

Knies - Matthews- Marner
Rantanen- Tavares-Nylander
On top of that, they apparently would have had enough for Laughton as well but not Carlo.

I doubt it given that we have reports of the Sabres scouting a variety of teams and not just teams like Detroit and Ottawa that they went down the road with on with Cozens trade talks.

Friedman has said a Detroit deal was real a few times. I just don’t know what they were trading. I’m assuming the offer was players less ready to fill a top six role than Norris which is why it didn’t happen.
He also talked a lot about Vancouver. On his deadline recap podcast he wondered if Buffalo lost their appetite on Peterson when he showed few signs of life this season. It would have cost more than Cozens, obviously…and banking on his turnaround and his price tag in trade and contract is a big risk.
