The NFL has to approve stadium development plans before it goes ahead, as far as I know this doesn’t really happen in other sports, like the recent Scotiabank development the leafs didn’t need approval from the NHL

Do they need to approve all stadium redevelopment plans or did this one require approval because it involved the Jags playing at Everbank for 2025 and 2026 seasons at a reduced capacity and playing in a yet-to-be-determined venue for the 2027 season?

Partly that and partly because they're getting funds from the league's central stadium fund (something unique to the NFL as far as I know) for the rebuild.
