Do they need to approve all stadium redevelopment plans or did this one require approval because it involved the Jags playing at Everbank for 2025 and 2026 seasons at a reduced capacity and playing in a yet-to-be-determined venue for the 2027 season?
Partly that and partly because they're getting funds from the league's central stadium fund (something unique to the NFL as far as I know) for the rebuild.
