Based on the projected league most and least, it looks like penalty minutes are significantly down across the league as a whole this year.

Kucherov? Missing Eichel and Kuznetsov.

Don’t remember Kucherov, but definitely include Pettersson and maybe Miller as well.

It was brief, but after the Lightning were eliminated in 2018 there was rumbling that the Lightning weren't going to able to re-up Kucherov, or he wasn't happy. Reportedly Carolina called them and made an offer (centered around Aho IIRC but also included other pieces). It went nowhere obviously but I do remember Dundon wanted to bring in a star player and Kucherov was briefly thought to be available.
