Not anymore. Now they have separate concourses and are 2 elevator flights apart. You can certainly meet between periods but probably not much else.

The rangers sometimes offer seats before the game via sms/twitter but I don't know if they do that regularly. if you wait until the last minute you might find deals on ticketmaster StubHub or vivid. But There's no guarantee.
Different levels. You have to take stairs/escalator to meet up. That said, it is possible to do. I would recommend you meeting him on his level, as that concourse is bigger.
