They’re supposed to change. Supposed. In practice, teams often let them slide. They have no one but themselves to blame.

Yeah the P5 conferences pretty much don’t have headset helmets because it’s just easier for the NCAA to a make a blanket rule banning them for everybody. Schools beyond the P5 in the FBS & FCS don’t feel like paying for that technology.

Up until 1995 you could send an official representative(s) to in game scout an opponent but then they banned it for money reasons (plus probably felt it was getting redundant with the advances in video by then).

Everything they seemingly do is about saving money & trying to maintain some even playing field. But the reality is the P5 left the rest of D1 football a long time ago & at this point that now the Big Ten & SEC are leaving behind the P5.
