National Hockey League Adopts Hybrid Icing: It’s About Time

I have a question about hybrid icing.

Let's say there is a potential icing and "at the dots" the linesman determines that the offensive player is going to get the puck and therefore does not blow the whistle for "hybrid icing." Is that the final word on icing on that play? Like, for instance, if what ends up happening is that the defender gets the puck first does the linesman then call icing? Or has that decision been made by the linesman already and whomever actually touches the puck is irrelevant after the hybrid icing call is not made?
