Serious question - how in the world could they drag that til the Rumble. It has to progress.

You don't have either of them appear for a while and start building it on the first Raw of 2017 since they like to load that show up.

I think Survivor Series will have a full building regardless because it's Toronto and it's their first PPV in over a decade, but the Rumble may have trouble filling the Alamodome. I wouldn't be surprised if Lesnar vs. Goldberg is there instead.

Yeah - that's the only way the match happens at SS. Otherwise, Rumble. WWE has to look at what they want to do more: more sales for 2K17 for Black Friday or fill the dome for the Royal Rumble.
