There’s one way for it to be true:

8am-5pm: A massive number of callers flood the system, causing extensive delays (100% volume)

5pm-8am: Customer Service completely shuts down, allowing zero calls to reach the system (0% volume)

The window where panicked customers are flooding the system would indeed be greater than average.

If only there were a solution.
