He has worked on his strength quite a bit. But his skating has never really improved. I'm not sure if it ever will significantly.

Hardly does it ever. Stepan's skating is what it is. Something like skating, which has become reflexive at this point, is VERY hard to change. There is no point in *****ing about it anymore because it's not going to change.
