As the only elite player available in free agency, I'm positive the Hurricanes will offer a 7 year deal to Marner if he gets to free agency. I'd imagine there would be 15 teams offering similar contracts his way and Marner can pick his destination. We can easily afford $13M. The Hurricanes have $37M in cap space according to puckpedia for next year and 10 forwards already signed. Honestly we could afford two Mitch Marners and still have enough room for the other holes in the roster, several of which will be filled by ELCs (Alexander Nikishin, Scott Morrow, and perhaps Bradly Nadeau).
I doubt Marner will sign here, just because there will be so many teams making a pitch. I'd think Toronto is most likely. It will be a little tight to keep everybody but you have the capspace to do it. The fact he didn't waive his NMC to come to Carolina doesn't preclude him from signing here, but it bumps the odds down from say, 5% to 3%.
