The vision is for Manchester United to develop a world-class stadium, acting as a catalyst for wider regeneration of a re-energised Trafford Park, which initial findings suggest could deliver an extra £7.3bn gross value added to the UK economy and more than 90,000 employment opportunities*.

The Task Force determined that a redeveloped Old Trafford could increase the capacity of the existing stadium to 87,000, whereas a new-build stadium would allow capacity to reach 100,000. Both options remain under consideration, with the club set to decide on the preferred approach ahead of the summer.

The problem with the Qatar bid was that they couldn't prove they had the funds (and some said the buyer couldn't show up to prove he even existed ) and the Glazers unwillingness to sell the whole club outright. Sir Jim buying the club in small shares slower was a better fit to them because those shares can become more valuable over time.

I didn't mean that they counted against the PSR. The interest is an expense and the books have to balance.

The actual books at United are fine. The issue is PSR style accounting leaving a ton of money still to depreciate thanks to bad buys in the past.
