These penalties are exactly how they were in Colorado. Refs give as much an advantage as they can to the home team to get them back in it. NHL needs to sell the game in these markets, not in Toronto.

Too many men penalty obviously doesn’t count towards this, but still.

The House League Bantam Leafs are back again, taking critical too many men on the ice penalties. People want to point to the refs, but you can't build playoff series winning habits when you can't make lime changes you learned at 7 and 8 years old.

Just not a detail oriented team and it will continue to be their undoing.
