If it is up to me, I will say, lets teams go over the cap but they can only ice a team that within the Cap.

Take the current Leafs as example, they can go over the cap with trades like adding JT Miller, but unless they have the same salary coming out, they can play Miller with the team. But once playoffs starts, there will no longer be any cap restrictions.
