Minor League deal I believe and I think I read they don't have a deadline or whatever for those types of deals.

There is no deadline - just that players acquired after that are not eligible for playoffs. But you can make as many trades and for whomever you want, in theory

Remains to be seen (and I doubt we'll ever actually know) if this deal was submitted before 3pm and just slow to announce, or if they actually did acquire him after the deadline.
He's probably just a warm body for the Marlies anyway
