Nah, he wanted to come, but then somehow changed his mind. Hard to say why.
Probably a combination of guaranteed money to stay close to home and family, not wanting to ride a bus around Northeast America for a 5-figure salary in a high-tax state, and the chance to play with Ovi when he returns to Dynamo in 2026.

I understand ELC conditions for younger players but when you're talking about a 24 year old with 6 professional KHL seasons under his belt, not being able to even sign a 1-way contract for guaranteed money isn't going to entice some guys to make the jump across the pond.
 
He has now one of the top D salaries in the KHL... I mean, as much as I like him, but this looks like an overpayment, Dynamo surely wanted to make him stay.

I'm pretty sure it's not just this. Tampa treats its prospects the way they don't like. I mean, it's not just Pylenkov, what about Howard?

For Pylenkov it's one year ELC. Say, they send him to the AHL. Can anybody guarantee they will promote him to the main club during the season? No. I'm pretty sure he asked Tampa about this and got the answer he didn't like. As I said before he's already almost 25, people of this age usually hate uncertainty, so when he got good proposal from his KHL club, no wonder he accepted it.

How can anyone be "guaranteed a promotion"? You're either good enough to play in the NHL or you're not. If he doesn't like the answer, it's fine. He made his decision.

Frequently some players can be good enough, however due to the logjam they are forced to stay in the AHL and get opportunities only in case of injuries until a trade is made. As some sort of a guarantee, Russian players frequently ask for an AHL-out conditional clause - like let's say if a player is still in the AHL by December then this clause kicks in and they are free to go, which forces the organization to make some decisions faster, obviously not all organizations are big fans of that kind of clauses though.
