That picture is a little dishonest to be honest. Theres a guy just off screen to Burns' right. While he should be boxing out Vinny in front of him, you can see his thinking here. It's not quite as simple as him getting down and tieing up Vinny, since that leaves the back door play open (which actually would have a better passing lane than Vinny thanks the Couture battle if Couture wasn't taking himself out of play). So yes ideally he should be positioned just in front of Vinny (with his stick free) but it's not the worst thing ever really. We also have no context of where the movement of the play has come from. Couture getting himself in a position where his stick is in the air there is nearly as bad a mistake, as now that opens up the passing lanes to the net.
The really bad part for Burns comes on the slow reaction he has after this picture. Once he saw the pass start to be made he needed to tie up Vinny. Vinny had multiple chances there when from that distance he should barely have gotten one if at all if Burns had reacted better.
