I don't think the perception of the stat is necessarily right from the general POV. Kucherov is a great shooter, has always been both career wise and judging simply by eye test. But he's never been a shoot-first player. His whole MO is his passing game, he's described by most hockey data based sites as a playmaker, he's more of an assistant and passer than 95% of the league's centers and should be judged as that.
Sure when you're a top-3 player in the league for like last 6-7 years, 1 goal in 3 tries still doesn't look good but not as bad as if you look at him as a prototypical winger rather than a center.
