I doubt it can be commercially viable given that the major basketball teams already operate modern indoor arenas in that segment on both sides of the city.

Just a quick update, any non-Russian club wanting to join the KHL will not need an approval from its national hockey federation anymore. It will be just on agreement between the KHL & the club. It is the result of latest decisions made by IIHF Council & Congress.

Rather than expansion, I would be happy seeing Kunlun back in China as a first step.

What tangible evidence do you have to support either Milano or Japan getting KHL teams?

No western country will be joining the KHL any time soon. The only prospect of foreign expansion is getting Kunlun back to China, a team in Belgrade, or maybe Humo Tashkent from Uzbekistan making the step up.
