Europe
I suppose if the KHL were to look to expand to Europe then Serbia makes sense. The article though sounds more like KHL are sending resources to help with Serbian Hockey in general which is also a good thing

I hope Zvezda enters the league and KHL helps Serbian hockey. They have so much more potential than my country (Croatia).

UPD from Morozov. The KHL will talk to Crvena Zvezda in December again. Step № 2 are discussions about Belgrade (former Štark) Arena reconstruction.

Just so for the record there are two professional basketball teams playing both the ABA as well as the EuroLeague all winter at the arena. This week alone that's four home games, having at times to use other venues as things are now.

You are not Christopher Columbus who has just discovered the Americas. Do you think that your recent discovery about two Belgrade basketball clubs are something new for Crvena Zvezda management and/or KHL leadership? Really? If they have jumped on that train, they had preliminary talks with everybody, including basketball teams, arena owner and local authorities.

I am not claiming anything about reconstruction, expansion or so. I am just amazed how naived are some guys here.

There will be modernization in some form coming up, but it does not create any more openings for hockey. The only arena for that is the ice venue of the Hala Pionir which was upgraded together with the main arena (which in turn is a secondary venue for the basketball teams) some years ago.

The KHL commision reviewed 3 arenas in Belgrade (Belgrade/Stark Arena, Pionir Ice Palace and Pingvin Ice Hall). After coming back to Moscow, Morozov said that only Belgrade/Stark Arena is suitable for KHL games.

If I get it, they did not review Aleksandar Nikolić Hall.

It makes more sense to make ice surface technology at Belgrade Arena than Aleksandar Nikolić Hall. Especially if the latter was recently upgraded and Belgrade Arena modernization is already planned (regardless of ice surface).

Make conclusions by yourself.

Again, with two professional basketball teams as well as other events such as major concerts in the building there's simply never going to be space in calendar for 34 hockey games coinciding with the basketball season. The Hala Pionir ice rink with 2,000 seats even in its current state is more than adequate for Serbian hockey. The final 2024 World Championship game against arch rivals Croatia with promotion on the line attracted 800 spectators on a Saturday night.
