Still not sure where you pulled 7th out from. He has played well for Rockford this season (for instance, he's outperformed Roos, who he is two years younger than) and they gave him a look to determine if they would qualify him since his ELC is up after this year, it's likely not all that much more complicated. Allan and Del Mastro are on their first year of ELC so the evaluation timeline is longer in those cases.
