Is there actually a difference? Reassinged, loaned, returned, sent down, they all really mean the same thing, no?
I honestly don't know, I just made my own assumptions based on the description. I have thought loaned means they're not actually sent down, just temporarily available for the BSens, and then they have to return to the big club unless they're officially returned.

Otherwise, why the distinction?
 
Are all these BSens swaps annoying? Sure. But I'm glad we're finally engaging in our own cap voodoo. Clearly someone has the strategy mapped out.

Matinpalo was summoned
Reinhardt was called up
Ostapchuk was promoted
