Just get rid of the rule. If you HAVE to have something in place then do a shot clock, it removes all grey area.
For what its worth, Marchasseult did almost the same thing on a penalty shot. So if this counted, i don't see why that shouldn't count:

There should not be. The goalie has little chance.It's not technically legal but there should be certain exceptions to this when it involves dangling.
I'm OK with this goal.
