Hockey is far to random for refs to fix games without it being extremely obvious.

Game management isn't "fixing" either. Its setting precedent on penalty call standards at certain points in the game and lowering the threshold for a team to commit the next penalty if the refs missed one.

People have not the slightest idea of how good NHL refs actually are. We get the benefit of every replay while they make a live call on the fastest sport on earth.

No it's not match fixing in the traditional sense. But refs definitely are managing games. Determining what's a penalty in part by what the score is and how much time is left in the game. That's match fixing, in a way. Or at least trying to points shave.
Match Fixing by definition means the ref is in on it for gain.

And because refs have game managed for the entirety of the sport basically, the odds makers certainly take that into account when setting the odds.
