Is it a high sticking penalty?
Player A plays with his stick above the shoulders and hits Player B's stick (also above shoulders). Player B's stick hits Player B's face as a result of the contact.
Should Player A get penalized?
IIHF RULE 143 – HIGH-STICKING
DEFINITION: A player who carries his stick or any part of it above the
height of his shoulders and who strikes an opponent with any part of it.
i.
A player who makes contact with an opponent with a high stick will
be assessed at least a minor penalty.
