You have to be cap compliance then put him on LTIR. then get what his whatever his cap hit is. You can't do it the other way around.

This is not correct, but that's the way to maximize LTIR space

The Oilers cap situation is being blown out of proportion. Josh Brown and Troy Stecher are starting the year in Bakersfield. Derek Ryan can be sent down too, that clears $2.787 right there. There's still likely a move or 2 to make for figure out the D, but there's no reason that an offer sheet will cripple them.

The oilers have the entire summer plus all of September to get below the cap.
