WJC: Injury/substitution rules

After the Canada/Czech game, Canada had 3 players leave the game; 2 to injury and 1 to misconduct. Once the roster is set is there no substutions? What if a team lost both goaltenders to injury/suspension?

What's the smallest roster to play in WJC due to a combination of injuries/penalties?

goaltenders can be replaced.

If you go with less than the maximum roster allowed, you can add players until NYE. CZE for example went with 19 skaters instead of 20, so they'll probably add someone in the next few days.
