Such an easy type of play to eliminate from the game at no long-term cost to the on-ice product, and with real benefit to the players.... but the league has no interest in doing so.

The in-game replay (not shown in the video by OP) showed what happened more clearly.

That's two guys cross checking each other in a battle in the corner, which happens several times throughout a game. Sanderson obviously got it in a bad spot and he was in an awkward position, which he put himself in.

Borderline minor penalty at best.

Ehh, I don't even think Toffoli is trying to cross check there. It looks like a corner battle and he hits Sanderson awkwardly because the latter's hunched over.

Could argue the goal shouldn't have counted and a penalty called, but not a suspension.
