According to Gorton, the choice was Boston's and Boston chose Rask because they wanted to draft him the year before.

I"m going purely by memory but I seem to recall Pogge having a pretty strong World Junior Tournament (much like how Sandlak looked causing I *think* Gordon thinking he could deal Neely) so I suspect the Leafs didn't argue too much about what to give up for Raycroft.
